शेतकऱ्यांना फसवून खाजगी कंपन्यांद्वारे पिळवणूक करणारा कायदा : देवेंद्र वानखेड़े

'केंद्र सरकार हाय हाय', 'शेती विरोधी कायदे करणाऱ्या केंद्र सरकारचा धिक्कार असो', 'शेतीमालाला हमीभाव नाकारणाऱ्या केंद्र सरकारचा धिक्कार असो' घोषणांबाजी करीत आम आदमी पार्टीतर्फे  नागपुरातील  संविधान चौकात  केंद्र सरकारच्या या काळ्या कायद्यांविरोधात निदर्शने केली.

नागपूर : देशभरातील शेतकरी व संसदेतले विरोधी पक्षांचा आवाज दाबत काही मोजक्या उद्योगपतींच्या दबावाखाली येऊन केंद्र सरकारने लोकसभा व राज्यसभेमध्ये तीन शेती विरोधी बिले पारित केली. विशेषतः राज्यसभेत त्यांचे बहुमत नसताना देखील आवाजी मतदानाच्या जोरावर असंविधानिकरित्या ही बिले पारित करण्यात आली. या कायद्यांमुळे देशभरातील शेतकऱ्यांच्या मनात रोष आहे. केंद्र सरकारने आणलेल्या या कायद्यांविरोधात आम आदमी पार्टीने देशभरात निदर्शने केली.

आम आदमी पार्टी नागपुर ने आज संविधान चौकात जमून केंद्र सरकारच्या या काळ्या कायद्यांविरोधात निदर्शने केली. यावेळी 'केंद्र सरकार हाय हाय', 'शेती विरोधी कायदे करणाऱ्या केंद्र सरकारचा धिक्कार असो', 'शेतीमालाला हमीभाव नाकारणाऱ्या केंद्र सरकारचा धिक्कार असो' घोषणांनी परिसर दणाणून गेला होता. 

केंद्र सरकारने एकूण तीन बिले पारित केली आहेत. यामध्ये शेतकऱ्यांच्या शेतीमालाला बाजार समितीच्या बाहेर विकण्याची मुभा दिली परंतु शेतकऱ्याला मिळणाऱ्या हमीभावाबाबत कोणताच उल्लेख केला गेलेला नाही. यामुळे शेतकऱ्यांच्या शेतीमालाचे दर खाजगी कंपन्यांना ठरवता येणार असून आधारभूत किमतीची कोणतीही शाश्वती या कायद्यामध्ये दिली गेलेली नाही. विरोधकांनी याबाबत संसदेत प्रश्न विचारून मसुद्यात बदल करण्याची मागणी देखील केंद्र सरकारने धुडकावून लावली. 

आवश्यक वस्तू कायद्यात बदल करत खाजगी व्यापाऱ्यांना काळाबाजारी करण्याची वाट मोकळी करण्यात आली आहे. यामुळे मध्यमवर्गाला महागाईचा दणका बसणार आहे. 'मूल्य आश्वासन व कृषी सेवा शेतकरी (सशक्तीकरण आणि संवर्धन) करार' या कायद्याद्वारे शेतकरी व खाजगी कंपन्यांना कराराच्या माध्यमातून शेती करता येणार आहे. कराराच्या अटींमध्ये शेतकऱ्यांना फसवून खाजगी कंपन्यांद्वारे त्यांची पिळवणूक करणारा हा कायदा आहे. या सर्व कायद्यांमुळे शेती व्यवस्थेमध्ये कंपनी राज येणार असून शेतकऱ्यांचे शोषण केले जाणार आहे. ते थांबवण्यासाठीचे कोणतेच प्रावधान या कायद्यांमध्ये करण्यात आलेले नाही. आणि म्हणूनच आम आदमी पार्टी शेतकऱ्यांसाठी रस्त्यावर उतरली असुन शेती विरोधी कायदे मागे घेण्याची मागणी केंद्र सरकारकडे करत आहे.

मोदी सरकारने पारित केलेले कृषी विधेयक हे शेतकरी विरोधी आहे. यातून सरकार शेतकऱ्यांना अडाणी-अंबानी सारख्या कॉर्पोरेट्सचे गुलाम बनवू पहात आहे. कृषी उत्पन्न बाजार समित्यांना हळू हळू संपवून शेतमालाची विक्री केवळ कॉर्पोरेट्सना कवडीमोल भावात करून त्यांचा नफा वाढवणे हाच हेतू दिसून येत आहे. आम आदमी पक्ष राज्यात सर्वदूर या विधेयकाला विरोध म्हणून रस्त्यावर उतरला आहे.

Nagpur: Under pressure from a handful of industrialists, the Center passed three anti-agriculture bills in the Lok Sabha and Rajya Sabha. The bills were passed unconstitutionally on the strength of a voice vote, especially when they did not have a majority in the Rajya Sabha. These laws have angered farmers across the country. The Aam Aadmi Party staged protests across the country against the laws brought by the central government.

Aam Aadmi Party (AAP) Nagpur today staged a sit-in at Sanvidhan Chowk to protest against the black laws of the central government. At this time, the premises were abuzz with slogans like 'Hi to the central government', 'Woe to the central government for enacting anti-agriculture laws' .

The central government has passed a total of three bills. It allows farmers to sell their produce outside the market committee but does not mention the guarantee to the farmer. This will enable private companies to fix the prices of farmers' agricultural commodities and there is no guarantee of a base price in the Act. Opposition groups called for a boycott of the assembly, but the government rejected the demand.

The Essential Commodities Act has been amended to allow private traders to blackmail. This is going to hit the middle class hard.

The 'Value Assurance and Agricultural Services Farmers (Empowerment and Promotion) Agreement' will enable farmers and private companies to engage in agriculture through contracts. It is a law that deceives farmers in terms of contracts and exploits them by private companies. All these laws will bring company rule in the agricultural system and farmers will be exploited. No provision has been made in these laws to stop it. And that is why the Aam Aadmi Party has taken to the streets for the farmers and is demanding the Central Government to repeal the anti-agriculture laws.

The agriculture bill passed by the Modi government is anti-farmer. The government is trying to enslave the farmers to corporates like Adani-Ambani. The purpose seems to be to gradually increase the profits of the corporations by selling the commodities to the corporates at exorbitant prices.
