महिलांच्या लोकल प्रवासात रेल्वे आणि भाजपाचाच आडमुठेपणा ! : सचिन सावंत

 मुंबईतील महिलांना लोकल प्रवास करण्याची परवानगी राज्य सरकारने देऊनही रेल्वे व्यवस्थापनाकडून केला जात असलेला वेळकाढूपणा हा आश्चर्यकारक आहे.

मुंबई : मुंबईतील महिलांना लोकल प्रवास करण्याची परवानगी राज्य सरकारने देऊनही रेल्वे व्यवस्थापनाकडून केला जात असलेला वेळकाढूपणा हा आश्चर्यकारक आहे. मुंबईतील महिला लोकल प्रवासासाठी राज्य सरकारला सहकार्य करु नये यासाठी भाजपा नेते व वरिष्ठ पातळीवरून दबाव आणला जात असून भाजपाचे हे हीन राजकारण आहे. सर्व चर्चा होऊन निर्णय घेतला असताना आता टाळाटाळ करण्याचे काय कारण? याचे उत्तर रेल्वेमंत्री मुंबईकर पियुष गोयल आणि भाजपाने मुंबईच्या महिलांना द्यावे अशी मागणी महाराष्ट्र प्रदेश काँग्रेस कमिटीचे सरचिटणीस व प्रवक्ते सचिन सावंत यांनी केली आहे.

यासंदर्भात बोलताना सचिन सावंत म्हणाले की, एमएमआर रिजनमधील महिलांना लोकल प्रवास करण्यास परवानगी देण्यासंदर्भात चार बैठका झाल्या. या बैठका सप्टेंबर महिन्यात, ९ ऑक्टोबर आणि १३ ऑक्टोबरला दोन अशा झाल्या. १३ ऑक्टोबरला सायंकाळी झालेल्या बैठकीला मुंबई महानगरपालिकेचे अधिकारी, रेल्वे अधिकारी, पोलीस अधिकारी उपस्थित होते. यावेळी २.५ तास चर्चा होऊन महिलांच्या लोकल प्रवासासंदर्भातील सर्व पैलूंचा विचार करुन १७ ऑक्टोबर ही तारीख ठरवण्यात आली. त्यानंतर राज्य सरकारने तसे जाहीर करताच शेवटच्या क्षणी १६ तारखेला रेल्वेने हात वर करत रेल्वे बोर्डाच्या परवानगीचे कारण पुढे केले. चार बैठका घेऊन निर्णय झाल्यानंतर रेल्वे व्यवस्थापनाला रेल्वे बोर्डाच्या परवानगीची गरज का भासावी? आधीच त्यांनी याविषयावर रेल्वे बोर्डाशी चर्चा का केली नाही?

लोकल प्रवासासंदर्भात रेल्वेने अचानक भूमिका बदलणे दुर्दैवी आणि आश्चर्यकारक आहे. त्यांच्यावर भाजपाच्या नेत्यांचा दबाव आहे का? की राज्य सरकारला सहकार्य करायचे नाही हा त्यांचा हेतू आहे. रेल्वेकडून आता जी कारणे पुढे केली जात आहेत ती अत्यंत तकलादू आहेत. आधी म्हणाले रेल्वे बोर्डाची परवानगी लागेल, आता ते कोविड-१९ चे नियम दाखवत आहेत. अत्यावश्यक सेवेतील ४ लाख लोक सध्या दररोज या लोकलने प्रवास करत आहेतच. 

           कोविड संदर्भात घ्यावयाची काळजी व व्यवस्था सध्या अस्तित्वात असताना, नवीन बदल करण्याची गरज काय आहे. ११ ते ३ व संध्याकाळी ७ नंतरचा वेळ निश्चित केला होता कारण यावेळेत महिला प्रवाशांची संख्या कमी असेल. मग आता महिला प्रवाशांची संख्या किती असेल ते राज्य सरकारने सांगावे हा आग्रह रेल्वेकडून का केला जात आहे? एवढ्या वर्षापासून लोकल सेवा कार्यरत आहे, कोणत्या वेळेत किती महिला प्रवास करतात याची सर्व माहिती रेल्वे प्रशासनाकडे आहे, असे असताना वेळकाढूपणा केला जात आहे यापाठीमागे नक्कीच राजकारण आहे. 

            नवरात्रोत्सवात महिलांना लोकल प्रवास करण्याची परवानगी दिली त्याची चिंता भाजपा नेत्यांना नाही. राज्य सरकारच्या निर्णयामागे आर्थिक कारणही आहे. अमेझॉन, फ्लिपकार्टसारख्या ऑनलाईन बाजारामुळे छोट्या व्यापाऱ्यांचा धंदा बसला आहे. महिला घराबाहेर पडल्या तर या छोट्या दुकानातील खरेदीला चालना मिळेल. दुसरे असे की सध्या ज्या महिला घराबाहेर जात आहेत त्यांना टॅक्सीने प्रवास करावा लागत आहे, जे आर्थिक व महिलांच्या सुरक्षेच्या दृष्टीने परवडणारे नाही तसेच ट्रॅफीकचा प्रश्र्न ही उपस्थित होत आहे. हे लक्षात घेऊन महिलांना लोकल प्रवासाची परवानगी दिली होती, तीसुद्धा रेल्वे अधिकऱ्यांशी चर्चा करुन. म्हणून आज जो वेळकाढूपणा केला जात आहे हे फक्त राजकीय हेतूने होत आहे. महाराष्ट्र विकास आघाडी सरकारला सहकार्य करायचे नाही हा उद्देश आहे. रेल्वेमंत्री पियुष गोयल हे मुंबईकर आहेत त्यांना असे वाटत नाही का, की मुंबईच्या महिलांना लोकल प्रवास करण्याची परवानगी मिळावी, याचे उत्तर मिळाले पाहिजे, असेही सावंत म्हणाले.

Railways and BJP's stubbornness in women's local travel !: Sachin Sawant

Mumbai: Despite the state government allowing women in Mumbai to travel locally, the time wasted by the railway management is astonishing. There is pressure from BJP leaders and senior level not to cooperate with the state government for women's local travel in Mumbai and this is the BJP's inferior politics. What is the reason for avoiding it now that all the discussions have been decided? Maharashtra Pradesh Congress Committee general secretary and spokesperson Sachin Sawant has demanded that Railway Minister Piyush Goyal and BJP should give the answer to the women of Mumbai.

       Speaking on the occasion, Sachin Sawant said that four meetings were held to allow women in the MMR region to travel locally. These meetings were held in September, October 9 and October 13. The meeting held on 13th October evening was attended by Mumbai Municipal Corporation officials, railway officials and police officers. After 2.5 hours of discussion, the date of October 17 was decided after considering all the aspects related to women's local travel. After that, as soon as the state government announced so, at the last moment, on the 16th, the railways raised their hands and gave the reason for the permission of the Railway Board. Why should the railway management need the permission of the Railway Board after taking a decision after four meetings? Why haven't they discussed the matter with the Railway Board already? It is unfortunate and surprising that the Railways has suddenly changed its role in terms of local travel. Is he under pressure from BJP leaders? That their intention is not to co-operate with the state government. 

              The reasons that are now being put forward by the railways are extremely controversial. Earlier it was said that permission would be required from the Railway Board, now they are showing the rules of Kovid-19. At present, 4 lakh people in essential services are currently traveling by this local every day. The care and arrangements to be made in the context of Kovid, while existing, require new changes. The time was fixed from 11 to 3 and after 7 in the evening as the number of female passengers would be less during this time. So why is the Railways urging the state government to state the number of female passengers? While the local service has been in operation for so many years, the railway administration has all the information on how many women travel at what time, while the time-wasting is definitely due to politics. 

             BJP leaders are not worried about allowing women to travel locally during Navratri. There is also a financial reason behind the decision of the state government. Online marketplaces like Amazon, Flipkart have become a business for small traders. If women go out of the house, shopping in this small shop will get a boost. Second, women who are currently out of the house have to travel by taxi, which is not affordable in terms of financial and women's safety, as well as the issue of traffic. With this in mind, the women were allowed to travel locally, also in consultation with the railway authorities. So the waste of time today is only for political purposes. 

           The aim is not to cooperate with the Maharashtra Vikas Aghadi government. Railway Minister Piyush Goyal is a Mumbaikar. Doesn't he think that women in Mumbai should be allowed to travel locally, Sawant said.
