माथाडी कामगार, सुरक्षा रक्षकाचा अत्यावश्यक घटकात समावेश : उपमुख्यमंत्री अजित पवार

महाराष्ट्र माथाडी हमाल व इतर श्रमजीवी कामगार (नोकरीचे नियमन व कल्याण) अधिनियम, 1969’ अंमलबजावणी करण्यासाठी अधिनियमामधील तरतूदीनुसार राज्यामध्ये 36 माथाडी मंडळांची स्थापना करण्यात आली आहे. या नोंदणीकृत माथाडी मंडळातील कामगारांना हा निर्णय लागू  होणार आहे.

 

मुंबई,  28: कामगार विभागांतर्गत येणाऱ्या नोंदणीकृत सुरक्षारक्षक व माथाडी कामगारांचा समावेश अत्यावश्यक सेवेतील घटक म्हणून करण्याचे व 'कोरोना' संकटाच्या पार्श्वभूमीवर त्यांनाही 50 लाख रुपयांचे विमा संरक्षक कवच मंजूर करण्याचे निर्देश उपमुख्यमंत्री अजित पवार यांनी आज दिले. यासंदर्भातील सुधारित शासन निर्णय निर्गमित करण्याचा निर्णय उपमुख्यमंत्र्यांच्या अध्यक्षतेखाली मंत्रालयात झालेल्या बैठकीत आज घेण्यात आला. या निर्णयामुळे राज्यातील नोंदणीकृत माथाडी कामगारांना आणि सुरक्षारक्षकांना  50 लाख रुपयांचे विमा संरक्षण कवच उपलब्ध होणार आहे तसेच अत्यावश्यक सेवेतील कर्मचारी म्हणून रेल्वेतून प्रवास करण्याची सोय उपलब्ध होणार आहे.

           उपमुख्यमंत्री अजित पवार यांच्या अध्यक्षतेखाली आज मंत्रालयात यासंदर्भात आयोजित बैठकीला कामगारमंत्री दिलीप वळसे-पाटील, माथाडी कामगारांचे नेते शशिकांत शिंदे, नरेंद्र पाटील आदींसह संबंधित विभागांचे वरिष्ठ अधिकारी उपस्थित होते. अत्यावश्यक सेवेतील घटकांना 'कोरोना'च्या पार्श्वभूमीवर राज्य शासनाच्यावतीने 50 लाख रुपयांचे विमा संरक्षण देण्यात आले आहे.

  

   हे संरक्षण माथाडी कामगारांना व सुरक्षारक्षकांना देण्यात यावे, अशी मागणी कामगार संघटना, लोकप्रतिनिधींच्या वतीने करण्यात येत होती. त्यासंदर्भात कामगार विभागाने राज्य शासनाकडे प्रस्ताव सादर केला होता. त्या प्रस्तावावर आजच्या बैठकीत विचारविमर्श करण्यात आला व निर्णय घेण्यात आला.

    

    कामगार विभागांतर्गत स्थापन करण्यात आलेल्या सुरक्षारक्षक मंडळातील नोंदणीकृत सुरक्षारक्षक आणि माथाडी मंडळातील नोंदणीकृत माथाडी कामगार या दोन अत्यावश्यक सेवा देणाऱ्या घटकांना वित्त विभागाच्या दि.29 मे 2020 रोजीच्या शासन निर्णयामध्ये समाविष्ट करुन सुधारित शासन निर्णय तातडीने निर्गमित करण्याच्या सूचना उपमुख्यमंत्री अजित पवार यांनी आज दिल्या. 

   ‘महाराष्ट्र माथाडी हमाल व इतर श्रमजीवी कामगार (नोकरीचे नियमन व कल्याण) अधिनियम, 1969’ अंमलबजावणी करण्यासाठी अधिनियमामधील तरतूदीनुसार राज्यामध्ये 36 माथाडी मंडळांची स्थापना करण्यात आली आहे. या नोंदणीकृत माथाडी मंडळातील कामगारांना हा निर्णय लागू  होणार आहे. केंद्र सरकारच्या अखत्यारीतील रेल्वेच्या माथाडी कामगारांना हा निर्णय लागू नाही. 

    सरकारकडील आकडेवारीनुसार माथाडी मंडळांमधील नोंदीत कार्यरत माथाडी कामगारांची संख्या 1 लाखांहून अधिक असून सद्य:स्थितीमध्ये शासकीय धान्य गोदाम, कृषि उत्पन्न बाजार समिती, घरगुती गॅस प्रकल्प अत्यावश्यक सेवेतील खाजगी कंपन्या आदी ठिकाणी 28 हजारांहून अधिक माथाडी कामगार कार्यरत आहेत. या पुरवठा साखळीत अत्यावश्यक व जीवनावश्यक माल उत्पादनाची चढ-उतार व वाहतूक करणारा माथाडी कामगार घटक महत्त्वाचा आहे. माथाडी कामगारांची सेवा कोविड संसर्गाचे हॉटस्पॉट भागातही असल्याने या निर्णयाचा मोठा लाभ माथाडी कामगारांना होणार आहे.  

      राज्यात एकूण 15 सुरक्षारक्षक मंडळाची स्थापना करण्यात आलेली आहे. या सुरक्षारक्षक मंडळामधील नोंदणीकृत सुरक्षा रक्षक हे विविध शासकीय, निमशासकीय, सिव्हील हॉस्पिटल, शासकीय आस्थापना शासकीय मंडळे, महामंडळे, महानगरपालिका, स्थानिक स्वराज्य संस्था, सहकारी संस्था, शासकीय कार्यालये आदी ठिकाणांसह इतर आस्थापनांमध्ये सुरक्षा रक्षकांची कामे करत आहेत. 

        केंद्र शासनाने दि. 23 मार्च 2020 रोजीच्या परिपत्रकानुसार 'सुरक्षा रक्षकांची सेवा' ही अत्यावश्यक सेवा जाहीर करुन या सेवा लॉकडाऊनमध्ये सुरु ठेवलेल्या आहेत. त्यामुळे सुरक्षा रक्षकांचा समावेश अत्यावश्यक सेवा देणाऱ्या व्यक्तीमध्ये समाविष्ट करण्याचा प्रस्ताव कामगार विभागाकडून सादर करण्यात आला होता. 

        सुरक्षा रक्षक मंडळातील सुरक्षारक्षक व माथाडी कामगार यांचा जरी कोरोनालढ्यात थेट समावेश होत नसला तरी सदर यंत्रणेस मदत, सहकार्य व त्यांचे संरक्षण करण्याचे काम सुरक्षा रक्षक व माथाडी कामगार करत असल्यामुळे सुरक्षा रक्षक व माथाडी कामगार यांना विमा कवच व सानुग्रह अनुदान लागू करण्याचा निर्णय सरकारच्यावतीने आज घेण्यात आला. त्यामुळे सुरक्षा रक्षक आणि माथाडी कामगारांना 'कोरोना'च्या पार्श्वभूमीवर 50 लाखांचे विमा संरक्षण कवच देण्याचा  महत्त्वपूर्ण निर्णय या बैठकीत घेण्यात आला.

Mumbai, dt. 28: Deputy Chief Minister Ajit Pawar today directed to include the registered security guards and Mathadi workers under the Labor Department as an essential service component and also to provide them insurance cover of Rs 50 lakh in the wake of 'Corona' crisis. The decision to issue a revised ruling in this regard was taken at a meeting held at the Ministry today under the chairmanship of the Deputy Chief Minister. The decision will provide insurance cover of Rs 50 lakh to registered Mathadi workers and security guards in the state, as well as the facility to travel by train as essential service personnel.

       The meeting was chaired by Deputy Chief Minister Ajit Pawar and was attended by Labor Minister Dilip Walse-Patil, Mathadi Labor leader Shashikant Shinde, Narendra Patil and other senior officials. The state government has provided insurance cover of Rs 50 lakh to the essential service units on the background of 'Corona'. Trade unions and people's representatives were demanding that this protection should be given to Mathadi workers and security guards. In this regard, the labor department had submitted a proposal to the state government. 

       

                     That proposal was discussed and decided in today's meeting. Deputy Chief Minister Ajit Pawar today directed to immediately issue the revised G.R. 36 Mathadi Boards have been set up in the State as per the provisions of the Maharashtra Mathadi Carriers and Other Labor (Employment Regulation and Welfare) Act, 1969. This decision will be applicable to the workers of this registered Mathadi Mandal. This decision does not apply to Mathadi railway workers under the jurisdiction of the Central Government. According to government statistics, the number of registered Mathadi workers in Mathadi Mandals is more than 1 lakh. 

          At present, there are more than 28,000 Mathadi workers working in government grain warehouses, agricultural produce market committees, private companies in domestic gas projects and essential services. The Mathadi labor component is important in this supply chain as it fluctuates and transports essential and essential commodities. As the service of Mathadi workers is also in the hotspot area of ​​Kovid infection, this decision will be of great benefit to the Mathadi workers. 

     A total of 15 security boards have been set up in the state. The registered security guards are working in various government, semi-government, civil hospitals, government establishments, government boards, corporations, corporations, local self-governing bodies, co-operative societies, government offices and other establishments. 

  Central Government As per the circular dated March 23, 2020, these services have been kept under lockdown by declaring 'Essential Services of Security Guards'.
