बजेटमध्ये हक्काचा वाटा आणि कायद्यासाठी समता सैनिक दलाचे भव्य नारे-निदर्शने

नागपूर,ता.२ : महाराष्ट्र आणि केंद्राच्या अर्थसंकल्पात अनुसूचित जाती, जमाती व विमुक्त भटक्या घटकांना त्यांच्या लोकसंख्येच्या प्रमाणात (३३.५%) हक्काचा वाटा मिळावा आणि त्यासाठी विशेष कायदा व्हावा, या मागणीसाठी समता सैनिक दलाच्या वतीने मेडिकल चौक येथे भव्य नारे-निदर्शने आंदोलन करण्यात आले. गेल्या २० वर्षांपासून या मागणीसाठी सातत्याने लढा देणारे प्रदीप गायकवाड व शेखर गायकवाड यांच्या भूमिकेला पाठिंबा देत हे आंदोलन मार्शल नागसेन बडगे यांच्या नेतृत्वात पार पडले. या प्रसंगी आसपाचे रुपेश बागेस्वर, व्ही.बी.ए.चे मनोज सुटे, राहुल मून, अनिल गरडकर आणि शुभम ढेंगरे यांची प्रमुख उपस्थिती होती.
जिल्हाधिकाऱ्यांना दिलेल्या निवेदनाद्वारे मागण्या :
१. बजेटमध्ये लोकसंख्येनुसार वाटा : पागे समितीनुसार अर्थसंकल्पात १५% वाटा देऊन त्यासाठी तात्काळ कायदा करणे.
२. निधी वर्ग करण्यास बंदी : मागासवर्गीयांच्या बजेटचा निधी इतरत्र वळवणे पूर्णपणे थांबवणे.
३. मोफत शिक्षण व शिष्यवृत्ती : खाजगी आणि विनाअनुदानित उच्च शिक्षण संस्थांमध्ये फी माफी व शिष्यवृत्ती योजनांची काटेकोर अंमलबजावणी करणे.
४. RTE ची व्याप्ती वाढवणे : बालकांच्या मोफत शिक्षण हक्क कायद्याची (RTE) व्याप्ती १२ वीपर्यंत वाढवणे.
५. UGC कायदा लागू करणे : उच्च शिक्षण संस्थांमधील मागासवर्गीय विद्यार्थ्यांवरील अन्याय-अत्याचार रोखण्यासाठी प्रभावी UGC कायदा लागू करणे.
६. व्यावसायिक संकुल : तहसील, जिल्हा व शहर पातळीवर डॉ. बाबासाहेब आंबेडकर व्यावसायिक संकुल उभारून युवकांना स्वयंरोजगारासाठी जागा उपलब्ध करून देणे.
७. रमाई घरकुल अनुदान : रमाई घरकुल योजनेचे अनुदान वाढवून ५ लाख रुपये करणे.
८. सामाजिक दायित्व कायदा : दारिद्र्य, बेरोजगारी आणि विषमता स्पष्ट करणारा वार्षिक अहवाल सादर करण्यासाठी सामाजिक दायित्व कायदा पारित करणे. मागण्या मान्य न झाल्यास वर्षभर तीव्र घटनात्मक मार्गाने आंदोलने छेडण्याचा इशारा प्रशासनाला देण्यात आला. या आंदोलनात अॅड. गुणरत्न रामटेके, राहुल तामगाडगे, संजय फुलझेले, प्रतिभा कोचे, चंचला मुरारकर यांच्यासह शेकडो समता सैनिक दलाचे कार्यकर्ते उपस्थित होते.
Samata Sainik Dal Stages Massive Protest at Samvidhan Chowk Demanding Budgetary Share and Legislation
Nagpur, 2: The Samata Sainik Dal organized a massive protest demonstration at Medical Chowk to demand that Scheduled Castes, Scheduled Tribes, and Denotified & Nomadic Tribes receive their rightful share of the budget—commensurate with their population (33.5%)—and that a special law be enacted to ensure this. The protest was held under the leadership of Marshal Nagsen Badge, extending support to the cause championed for the past 20 years by Pradeep Gaikwad and Shekhar Gaikwad. Key figures present on the occasion included Rupesh Bageswar (ASPA), and Manoj Sute, Rahul Moon, Anil Garadkar, and Shubham Dhengre (VBA).
Demands submitted to the District Collector: 1. Population-based Budgetary Share: Allocate a 15% share in the budget (as per the Page Committee recommendations) and enact immediate legislation for it. 2. Ban on Fund Diversion: Completely stop the diversion of funds allocated for backward classes to other sectors. 3. Free Education and Scholarships: Strictly implement fee waivers and scholarship schemes in private and unaided higher education institutions. 4. Expand RTE Scope: Extend the scope of the Right to Education (RTE) Act to cover education up to the 12th standard. 5. Implement UGC Act: Enforce effective UGC regulations to prevent injustice and atrocities against backward-class students in higher education institutions. 6. Commercial Complexes: Establish 'Dr. Babasaheb Ambedkar Commercial Complexes' at the Tehsil, District, and City levels to provide space for youth self-employment. 7. Ramai Housing Subsidy: Increase the subsidy under the Ramai Housing Scheme to ₹5 lakh. 8. Social Responsibility Act: Enact a Social Responsibility Act requiring the submission of an annual report detailing the status of poverty, unemployment, and inequality. The administration was warned that if the demands were not met, intense agitations would be launched throughout the year using constitutional means. Hundreds of activists from the Samata Sainik Dal—including Adv. Gunratna Ramteke, Rahul Tamgadge, Sanjay Phulzele, Pratibha Koche, and Chanchala Murarkar—were present at this agitation.
