नागपूर अधिवेशनाच्या तयारीसाठी विशेष कोविड प्रतिबंधात्मक नियोजन

 

                       

                                                                                                     विधीमंडळातील उच्चस्तरीय बैठकीत चर्चा

नागर, ता. 18 : महाराष्ट्र विधिमंडळाचे यंदाचे तिसरे हिवाळी अधिवेशन नागपूर येथे सात डिसेंबरपासून  प्रस्तावित आहे. याबाबतच्या तयारीचे नियोजन करण्यासाठी आज सर्व संबंधित विभागांची उच्चस्तरीय बैठक विधिमंडळाचे प्रधान सचिव राजेंद्र भागवत यांच्या अध्यक्षतेखाली आज झाली. कोविडच्या पार्श्वभूमीवर या अधिवेशनासाठी विशेष प्रतिबंधात्मक तयारी करण्यात येणार आहे.

      नागपूर येथे विधानभवनातील मंत्रीपरिषद दालनात प्रधान सचिव श्री.भागवत यांच्या अध्यक्षतेखाली झालेल्या या बैठकीला विभागीय आयुक्त प्राजक्ता लवंगारे- वर्मा,  जिल्हाधिकारी विमला आर , नागपूर महानगरपालिकेचे आयुक्त राधाकृष्णन बी, अतिरिक्त पोलीस आयुक्त नवीनचंद्र रेड्डी, जिल्हा परिषदेचे मुख्य कार्यकारी अधिकारी योगेश कुंभेजकर, माहिती व जनसंपर्क महासंचालनालयाचे संचालक हेमराज बागुल, सार्वजनिक बांधकाम विभागाचे कार्यकारी अभियंता जनार्दन भानुसे, आरोग्य विभागाचे उपसंचालक डॉ. संजय जयस्वाल यांसह विविध संबंधित विभागांचे प्रमुख  उपस्थित होते.

महाराष्ट्र विधान परिषद सभापतींचे सचिव म. मु. काज, उपसचिव राजेश तारवी,अवर सचिव रविंद्र जगदाळे, महाराष्ट्र विधान परिषद उपसभापती यांचे विशेष कार्य अधिकारी डॉ. अनिल महाजन, 

विधानभवनाचे मुख्य सुरक्षा अधिकारी प्रदीप चव्हाण, महाराष्ट्र विधानमंडळ सचिवालयाचे जनसंपर्क अधिकारी तथा व सचिव सुनील झोरे, विधान भवनाच्या वि.स. पागे संसदीय प्रशिक्षण केंद्राचे संचालक निलेश मदाने, विधीमंडळाचे पध्दती विश्लेषक अजय सर्वणकर यांचीही यावेळी उपस्थिती होती.

    मुंबई येथे पुढील आठवड्यात विधिमंडळ कामकाज सल्लागार समितीची बैठक होणार आहे.त्यादृष्टीने आजच्या बैठकीत अनुषंगिक तयारीसाठी सर्व विभागाने केलेल्या प्राथमिक तयारीचा आढावा घेण्यात आला.  यंदाचे हिवाळी अधिवेशन कोरोना पार्श्वभूमीवर होत आहे. त्यामुळे त्यात सहभागी होणाऱ्या विधिमंडळ सदस्यांपासून तर कर्मचाऱ्यांपर्यत लसीकरणाचे दोन डोस पूर्ण असणे अनिवार्य करण्यात आले आहे.  त्यामुळे अधिवेशनासाठी येणाऱ्या प्रत्येकाला आपल्यासोबत दोन्ही डोस घेतल्याचे प्रमाणपत्र आणणे आवश्यक करण्यात आले आहे. याशिवाय दोन्ही डोस घेतल्यानंतरही या  अधिवेशनादरम्यान प्रत्येकाला पुन्हा आरटीपीसीआर टेस्ट करणे अनिवार्य असेल. त्यामुळे विधीमंडळ सदस्य, त्यांचे स्वीय सहायक, सर्व अधिकारी-कर्मचारी, वृत्तसंकलनासाठी येणारे माध्यम प्रतिनिधी, सुरक्षेसाठी तैनात असणारे पोलीस, राज्यभरातून येणारे वाहन चालक या सर्वांच्या आरटीपीसीआर टेस्ट अधिवेशन सुरू होण्यापूर्वी पूर्ण करण्याची महत्त्वपूर्ण सूचना श्री. भागवत यांनी आरोग्य विभागाला आज केली. कोरोना पार्श्वभूमीवर मर्यादित प्रवेश राहील. त्यामुळे विधिमंडळ परिसरात  सभागृह सदस्यांच्या स्वीय सहायकांना प्रवेश दिला जाणार नाही. त्यांच्यासाठीची आवश्यक व्यवस्था परिसरात करण्यात यावी. याशिवाय सभागृहामध्ये ‘सोशल डिस्टंसिंग’  राखायचे असल्यामुळे सदस्यांना एक आसन सोडून बसण्याची व्यवस्था लक्षात घेता यावेळी अभ्यागतांना कामकाज बघण्यासाठी प्रवेश दिला जाणार नाही. 

तत्पूर्वी, विधिमंडळ परिसरात सुरक्षा व्यवस्थे संदर्भात सर्वप्रथम चर्चा झाली. विधिमंडळ परिसरात नवीन इमारत कार्यान्वित झाली आहे. या  इमारतीसाठी आवश्यक असणारी सुरक्षा व्यवस्था व अनुषंगिक उपाययोजना करण्याची सूचना यावेळी करण्यात आली. यासोबतच विधान भवन, विधान भवनाबाहेर परिसर, आमदार निवास, रविभवन, 160 खोल्यांचे गाळे, सुयोग पत्रकार निवास या ठिकाणच्या सुरक्षा व्यवस्थेबाबतचे निर्देश देण्यात आले. आमदार निवासामध्ये महिला आमदारांसाठी एक मजला राखीव ठेवण्यात यावा व विशेष पोलीस सुरक्षा व्यवस्था पुरविण्यात यावी, असे निर्देशित करण्यात आले.

अधिवेशन काळात करण्यात आलेल्या वाहन व्यवस्थेबाबत तसेच पार्किंग व्यवस्थेबाबत सूचना करण्यात आल्या. दूरध्वनी व्यवस्था, वाहन व्यवस्था, अखंडित वीज पुरवठा, अहोरात्र वैद्यकीय सुविधा, नैसर्गिक आपत्तीमध्ये आपत्कालीन व्यवस्था, अग्निशमन दलाची उपलब्धता, विनाअडथळा इंटरनेट, वाय-फाय सुविधा, रेल्वे आरक्षण, खानपान व्यवस्था, अन्नपदार्थ व पेय यांची तपासणी तसेच उत्तम स्वच्छता या संदर्भातही सर्व विभाग प्रमुखांशी चर्चा करण्यात आली.

Discussion at the High Level Meeting of the Special Kovid Preventive Planning Legislature in preparation for the Nagpur Convention

Nagar,  18: The third winter session of the Maharashtra Legislature is proposed from December 7 in Nagpur. A high level meeting of all concerned departments was held today under the chairmanship of Principal Secretary of the Legislative Assembly Rajendra Bhagwat to plan the preparations in this regard. Special preventive preparations will be made for this convention in the wake of Kovid.

The meeting was presided over by Principal Secretary Mr. Bhagwat in the Council Hall of the Legislative Assembly at Nagpur. Director Hemraj Bagul, Public Works Department Executive Engineer Janardan Bhanuse, Health Department Deputy Director Dr. Sanjay Jaiswal and heads of various concerned departments were present. At. Kaj, Deputy Secretary Rajesh Tarvi, Under Secretary Ravindra Jagdale, Special Acting Officer of Maharashtra Legislative Council Deputy Speaker Dr. Anil Mahajan, Chief Security Officer of Vidhan Bhavan Pradip Chavan, Public Relations Officer of Maharashtra Legislative Secretariat and Secretary Sunil Zore, V.S. Nilesh Madane, Director, Page Parliamentary Training Center and Ajay Sarvankar, Legislative System Analyst were also present. A meeting of the Legislative Affairs Advisory Committee will be held in Mumbai next week. This year’s winter convention is taking place in the Corona background. Therefore, it has been made mandatory for the participating legislators and staff to complete two doses of vaccination. Therefore, everyone attending the convention is required to bring with them a certificate of taking both doses. In addition, even after taking both doses, it will be mandatory for everyone to take the RTPCR test again during this session. Therefore, it is important for the members of the Legislature, their personal assistants, all the officers and staff, the media representatives for news gathering, the police deployed for security, the drivers coming from all over the state to complete the RTPCR test session before it starts. Bhagwat addressed the health department today. Corona will have limited access to the background. Therefore, self helpers of House members will not be allowed in the Legislative Assembly premises. Necessary arrangements should be made for them in the area. Apart from this, visitors will not be allowed to see the proceedings at this time as there is a need to keep a 'social distance' in the hall. Earlier, the legislature was the first to discuss security arrangements in the area. A new building has been commissioned in the Legislature area. It was suggested at this time to make necessary security arrangements and ancillary measures for this building. Apart from this, instructions were given about the security arrangements of Vidhan Bhavan, premises outside Vidhan Bhavan, MLA's residence, Ravi Bhavana, 160 rooms, Suyog Patrakar Niwas. It was directed that one floor should be reserved for women MLAs in the MLA residence and special police security arrangements should be provided. Suggestions were made about the vehicle arrangements made during the convention as well as the parking arrangements. Telephone system, vehicle system, uninterrupted power supply, day and night medical facilities, emergency management in case of natural calamity, availability of fire brigade, uninterrupted internet, Wi-Fi facility, railway reservation, catering system, inspection of food and beverages and good hygiene.
